1. This scenario is a rather unfortunate situation as North Korea could be in high danger. As a World Food Programme (WFP) actor. I have to do all it takes to aid this situation. The potential risks involved are North Korea are prepared to go on war with different countries just to defend their existing system. The North Korean news media (Korean Central News Agency) which is founded by Kim Jong Un has shut down its website and the countries television stream has stopped. This is very risky as we do not know what has happened. It could be propaganda tactics being used by the country as they have been known to do so or it could be in actual fact a reality. Another risk is that there has been information passing through North Korea’s border that Kim Jong Un might have died. This could once again be a lie as it hasn’t been confirmed by the state themselves. …show more content…
This is very risky for WFP as we do not know whether to get involved or not. The country’s government has never authorized the acceptance of international provision for aid, monitoring and functions of relief by WFP. WFP are in place to help create stability environmentally and economically, therefore it is risky for us at this stage that we are unsure what is going on. The state could be in a state of shock and upset about the death of their leader or there could be an enticing revolution about to begin. This makes it very hard for us to get involved as we are unsure. In stake of this, Kim Jong Un has withdrawn from public view before for about a month in September 2014, before making a reappearance after having surgery supposedly (Wright-Swenson, J.2014). Therefore, it could be another one of those practices taking place. I believe, the WFP should maybe get involved with some of the actors such as Japan, South Korea or the Human Rights Watch (HRW). This is so that we can organize a spy to go and find out what is exactly going on. Japan and South Korea are ideally very close to North Korea. It is important that WFP find out as we are willing to help urgently, in 1995 when North Korea faced a famine, we got involved and responded well by feeding around a third of the population. (Coll,S .2011). We are willing to do the same again, however a donor fatigue has been placed in where the WFP’s assistance pleas are being ignored (Noland, M.2014). This may lead to the organization forcing to shut down the remaining programme. (Cheng, J.2014). This is certainly a big challenge for us. The welfare of the North Koreans is really a pressing issue for us as we are uncertain who is in charge now and their relation to their past nuclear crisis we are worried. North Korea is cold and mountainous country, therefore as WFP we care about their well-being. (Palka, E, Galgano, F 2003). In past, the country have introduced irrational policies relating to the national self-sufficiency which has really effected individuals. This is why I believe it is important WFP find out what is happening, because this is a challenge. Also the country do not believe in exporting industrial products, dealing with foreign exchange and receiving bulk grains unlike its neighboring countries Japan, South Korea and Japan do. We as the WFP, have been engaged with North Korea in terms of humanitarian activities for a long time so we are willing to get involved and help solve this situation urgently. Democratic standards and human rights will not only help the country but will improve the standards of living. The individuals need to be able to have a freedom of speech democratically. This proposal is very important and essential as we do not know what exactly is happening in North Korea so once this policy is implemented it will help them as a nation. This policy set by WFP, will be very precise with costs. It will cost 24 million pounds, as there will be a great deal of paperwork needed to done so that it can be enforced very well. The potential partnerships with other actors that will be involved are United States, France, United Kingdom, Sweden and Human Rights Watch. This is because, this policy will be tackled from an international perspective so European foresights and views will need to be applied. The timeline for this policy will be as
