The Police organization are structured using the bureaucratic model which means that it has a pyramidal command structure. This structure uses a high level of formality in the way it operates, and this allow decisions to be made through an organized process. Although the titles may vary depending upon the agency, the general structure is typically spear-headed by a Superintendent or Chief that oversees the entire Police organization. This is followed by Majors or Deputy Chiefs who handles the broad administrative functions throughout the agency. On the units and division level are the Commanders and Captains who are responsible for their particular precincts. Below this command staff are the Sergeants and lieutenants who are responsible for the day to day interactions with the line officers.

Promotions within the organization was politically motivated or assess by testing leaving employees who lack these formalities to feel that their formal knowledge outweighed their qualifying skill level. In Operations, officers quickly reached the top of their pay scale leaving motivation for promotional advancement as a tool to increase pay and not leadership responsibilities. An finally, the strict focus Degree holding employees who were trained to maximize their creativity and utilize their diversity was discouraged to do so outside of report writing. Problems prevailed in the bureaucratic model used in poling in regard to Consumers as well. The police bureaucracy failed to admit flaws in the structure created by the bureaucratic mode. Ultimately the citizens, who are the Consumers in this case are the ones who are mostly affected. The officer’s limited actions and discretion is problematic because the policy and procedures of the bureaucracy bounds the officers flexibility in certain situations for the Consumer.
