During the pre-observation conference the evaluator provides feedback for the beginning teacher specific to improvements and level of progress toward effective teaching. Each first year teacher is required to have two formal observations, four informal observations, and two evaluations. During the formal observation, the evaluator gathers evidence of teaching strategies as indicated in The Art and Science of Teaching, the Teacher Evaluation Model, and Domain 1. During the 45 minute observation, the observer records all strategies being used as well as any and all conversations. Notes are also taken on classroom management, the layout of the classroom, and posted learning goals and scales. Upon completion of the observation, the evaluator records the ratings in the Educator Evaluation System found at www.bloomboard.com. The educators of St. Lucie County, Florida are provided a Data Protocol Guide to assist in analyzing data whether it be student-related data or teacher-related data. Steps included in the protocol are preparing for data discussion, identifying trends through data analysis, conduct trend analysis, develop an action plan, and evaluate the effectiveness of the implemented strategy or intervention. Developing an action plan consists of educators researching evidence-based instructional and/or behavioral strategies to be used to address and improve student outcomes, develop and implement the strategies with fidelity with resources and supports needed, and determine a tool to measure the effectiveness of the research-based strategies. By doing this the teacher(s) is/are recognizing areas of weaknesses and strengths to improve upon. Analyzing instructional data is just as important if not more so than standardized test
