MEMORANDUM TO Director, Training Support Activity Europe

SUBJECT: Trip Report, 12th Combat Aviation Brigade Training Management Review (TMR).

1. Purpose of this Trip: Attendance at the 12th CAB TMR

2. Executive Summary: 12th CAB held their TMR on 27 October 2016, from 1500 to 1745 hours at building Berlin conference room clay Kaserne. The BDE Commander, COL Waters and his BN Commanders and staff briefed the USAREUR Deputy Commander, MG McGuire and USAREUR Staff on the BDE training Management Review for the 3rd and 1st QTR FY17 and the planned training Priorities & Challenges. 58D re-track pilots / High time staff aviators skew (raise) numbers – hours not an accurate representation of experience in airframe – repetitive training (14.3 hours/crew/month) is objective goal per AVN Training Strategy. Forecasted losses for FI/SI will affect readiness – need school opportunities to generate our own and the need of a 13F30 at his S-3. He also pointed out the following the Dynamic & Complex CO and BN level training. Opposed exercises, CAM execution (Fires, CAS, MUM-T Opportunities) OE variables, staff validation. The following training friction points are, Long Range Secure Communication, Organic Movement /TMR, Changing paradigm with supported units -Fires asset vs. MNVR element. STRAC does not support multiple CALFEXs in addition to gunnery, MX to support multiple split ops –CMBT Power Generation (500 hour phases).
The BN Commander for 1-214 GSAB, discuss last six months training highlights. During FY16, the Mission First Team completed 662 missions, executing over 4,155 flight hours in 46 different countries providing air mobility to more than 3,115 passengers, 281 of which were VIPs and 167,611 pounds of cargo. He also will present a clear delineation between Rotational and 12thCAB responsibilities (exercise support/mission planning). He stated that the 12 CAB continue to be the Aviation enabler for USAREUR but the 1-3 ARB Stationing decision expected end of 1stQTR can change the mission capabilities.

The BDE CSM, discuss the importance of leaders development and working with other units assigned to USAREUR to accomplish the commanders intent for training. He sees every date as an opportunity for training for all his leaders and that cross training is it very important for his units.

7. USAREUR DCG comments: Overall, the USAREUR DCG was very satisfied with the TMR. The DCG conducted discussion with all participants at the TMR on multiple topics from 350-1 requirements to individuals training and the importance to Empowered leaders can and will make a difference.

8. TSC Chief assessment: The TSC need to continue to provide the best proactive, relevant, and state-of-the-art home station training support to the 12 CAB and Aviation rotational forces units training in the TSC Ansbach AOR via the Training Support Center (TSC) structure. Also we need to review Objective T task associated with individual and crew training that allow for the unit to achieved T Status.

    Some of the brigade’s personnel are not “on the right seat on the right bus”, which I would immediately remove MAJ Wilson from his position of being the brigade S-4 and replace him with a competent officer who understands my guidance and intent.
