Planning and Budgeting for the State of Virginia
The planning and budget in the Virginia Commonwealth is an important factor in our daily lives. The Virginia Planning and Budget tells how the Commonwealth is spending or allocating monies to different state agencies. An important factor to me is how this affects many households within the Virginia. The employees of the state of Virginia feels the effects of the planning and budget because the state agencies by not getting annually raises and promoting as often as one should.
The Virginia Department of Planning and Budget is a Virginia executive branch an executive branch agency. The agency works with the Governor, the General Assembly and other state agencies to develop and execute the Commonwealth

They shall ensure that information generated from these processes is useful for managing and improving the efficiency and effectiveness of the state government operations, resources are available to citizens and public officials.
The way that Virginia performs is a signature initiative of the council on Virginia’s future, which is performed with the leadership and accountability system in the state government. The aligns specific state government outcome with larger statewide goals. The Department of Planning and Budget works with all state agencies to develop and report on yearly performance metrics.
This department was created in 1976. The Virginia state budget history goes back to the beginning of state government. Which was around 150 years ago after independence in 1776. During this time the General Assembly prepared, introduced and enacted with an appropriation bill for public

The biennial budget is enacted into law during every even numbered year. The amendments are enacted into law every odd numbered year (Example, the budget for the current biennium was adopted by the 2012 General Assembly and the 2013 General Assembly will consider needed adjustments based on the current revenue forecasts and spending priorities.) Developing the Commonwealth of Virginia budget is a process which takes many months. There are five district phases 1. The Agency Budget preparation phase in which the state agencies analyze the programs and need of the agency. 2. Budget development phase is when the Virginia Department of Planning and Budget analyzes the budget request of the agencies to verify cost, needs for the services, investigate and alternatives for funding and identify policy issues for the Governors consideration. 3. Legislative action phase is the General Assembly convenes each year on the second Wednesday of January. 4. Governor’s review phase this is when the Governor reviews the bill passed by the General Assembly. 5.Budget execution phase is the budget passed by the General Assembly and enacted into the law goes into effect on July 1 in even numbered years and on the date of passage in odd numbered
