Unfavorable when compared to Stewart and Vocino (2013) Journal on Homeland Security in Higher Education: The State of Affairs, shows an increase in higher education applicant and the learning outcome. The author indicated that the national emergency management system did not responses to the collapse of the World Trade Center Towers and the Pentagon fire in a rush. The author indicated that the emergency management should have had a system to react to such catastrophe in federal and states offices more effective; having emergency management created “Department of Homeland Security”, the author undoubtedly though for purpose of security they would be better able to manage such large scale disaster as this. Despite even so, the author overview is that the Department of Homeland Security at the time might not be capable to take on such large disaster because of the resources they had available then; but their values of transparency over the years seem to be supplanted new command-and-control-oriented homeland security resources that could now cause damage and serious problem. The article used it point to illustrate that in case of national emergency, exploring the controversy that was surrounding the last few major national disasters. Emergency management effectiveness on the contrary is still skepticism as to whether we can trust the network, because the author’s is in opposition to Homeland Security system due to resources that are currently available due to capacity to utilize the system and the damage it could
