1. The effectiveness of strikes has been a significant topic of discussion in the Chicago school system. Teachers went on strike in 2012 and narrowly avoided striking in October, 2016, despite falling enrollments and a multi-billion dollar deficit that threatens to put the district into receivership. In what cases are strikes more likely to be effective in both the short and long run? Discuss this from both political and economic viewpoints.

A more effective tactic are slowdown tactics, you can be direct without leaving your job. Slowdown tactics such as work-to-rule campaign effects the companies profits while avoiding the opportunity for job replacements if done correctly. Short term and long term effectiveness greatly depends on the amount of support for the cause.

2. Seniority is central in many private and public sector union contracts in the United States. What are the advantages and disadvantages to both employers and employees in using seniority to allocate employment opportunities? What are the disadvantages? How can a balance be struck between the interest of employers and employees with respect to seniority issues?

Another advantage of a seniority based system is that it creates loyalty for employees, they know the longer they stay with the company they’ll have greater job security and better opportunities. However, this can be a disadvantage as well, longer tenure does not necessarily mean you are deserving of a promotion. You could have a very talented employee with a great of knowledge in his/her field but has limited career growth due to low amount of days since being hired. To balance the interest of employers and employees seniority should used as a secondary factor, the individual with the greatest seniority and abilities would most likely receive the
