Government to Government relations and agreements did have connections to imperialism. The open door policy is an example with U.S/China. The open door policy was meant to keep China open to trade with all countries on an equal basis, keeping any one power from total control of the country and refraining from interfering with any treaty port or any vested interest, to permit Chinese authorities to collect tariffs on an equal basis. In other words, the U.S stated that no european power shall dictate who gets to trade with China. Also the U.S wanted to do business with China and allow China to exercise its right to sovereignty while still making sure China does business with the west.
