The in transit requirement was not met when we had a deployer in August not be ticketed even though Manassas had everything to ticket three days prior to traveler. This cause the member to miss their flight to the AOR and it was two weeks before the member was able to get down range. When I ask the Manassas agent why not the person was ticketed, they stated that it was just overlooked. Honestly, I think they did not have enough personnel to handle the
