Nurses go through different challenges as they transform research program into health policy. The research process brings changes to health policy at the local, community, state, national, and international level. Research programs are used in nursing to guide practice and make changes in health and science policy. Different strategies and lessons are learned when moving research programs to health policy. Authors have identified five main issues that arises as research programs moves to health policy. (Hinshaw and Grady, 2011)

Most research programs are guided by theoretical framework. Nursing research can make suggestions in healthcare that will cuts across different areas affecting reimbursement. For example, Evans and Strumpet came up with suggestions for nursing homes to limit the use of restraints with the elderly population because most nursing homes were placing their elderly ones in some type of restraints. This recommendation made changes to the government regulations and accreditation of nursing homes. Some facilities were exposed by the media for change to occur. Program research has brought more value, opportunity and strategies to convert research into policy, stakeholder getting involved and barriers. In 1985 Evans and Stump call for help from the gerontology community about the use or restraints in the elderly which was a big issue. They created an awareness in the community. The institute of medicine released quality of care in nursing home report. The National Citizen’s Coalition for Nursing Homes went ahead and requested for a reform which was then passed in 1990 by the National Nursing Home Act stating the right of the patient to be restraint free. In the process, Evans and Stump carried out a clinical trial that same year and it was funded to provide supporting data. Another lesson learned is to first of all find out the gaps in knowledge which research wants to fill when the problem is identified.
