The ideology of the welfare state is to maintain satisfaction of happiness, while prioritizing expenditures that meet the quality of services citizens require. Concerns with citizens that are considered disadvantaged to society, are typically associated with the leftism due to this specific type of political ideal focusing on equality for all. Since left-winger’s support redistribution of funds equally throughout society, it is discernible that as a group, they would benefit from public health care more so than right-wingers (citation). To expand on the idea that private health care is not as redistributive as public health care, private health care focuses on individual insurance policies and payments to fund the medical treatments. In relation to costs, it is more effective as a society to pay through general taxation so the funds can be distributed equally throughout the system, allowing all citizens to receive the care they need without high costs. With public health care, income taxation, and redistribution is consistent in dispersing funds from the healthy to the sick. The health care industry separates the two political views: beneficial for the population, or detrimental to the majority. In the pubic health care, there are five main functions of the system that allows society to receive quality and efficient care. The five functions of the public health care system are: health protection, health surveillance, disease and injury prevention, population health assessment, and health assessment (citation). Coordinating the five functions to work without difficulty or errors, it creates a system that is able keep up with the populations medical needs while providing adequate health care. In the event of severe, terminal, or rare illnesses, privatised institutions transfer patients to public hospitals for further care and treatment due to not being able to maintain quality of care for these patients (citation). With that being said, responsiveness and assurance to patients receiving medical treatment were positive, and exceeded the service provided by privatised health care institutions (citation).
