Every state but Maryland and Delaware did not ratify it at first, in 1781 all 13 states ratified it(Articles of Confederation). In the articles it made it so states had one vote and one person representing them(Articles of Confederation). In the articles there was no national court system in place and to pass laws a 9 to 13 ratio was required(Articles of Confederation). All the ideas in the Articles of Confederation did not live up to what they should have been and caused the Constitution to be written. The states in America were not functioning well in the 1780s and seemed disunified. The Constitution helped fix this. In 1787 delegates who were chosen men from each state came to Philadelphia to draft the Constitution, this event was called the Constitutional convention(Beeman 35). Rhode Island did not send a delegate to attend the meeting. Compromise is a major element when it came to drafting the Constitution. The Virginia and New Jersey dealt with Congress. The end result of these ideas were two houses in Congress the senate and the house of representatives, the house was based on population while the senate was represented by two person for every state(Beeman 35). This made decision making a more fair process. It also kept slavery around after being highly debated and limited what the president could and could not do(Beeman 37).
