Culture plays an important role in determining health related beliefs, practices and health risks. For instance, individuals from specific cultures may require screening for disease that are more prevalent in that culture, react differently to medication or use traditional healing practices. Disparities often reflect reciprocal influences between social disadvantage and worse health unconscious clinician bias toward socially disadvantaged persons and yet, separate and unequal care. Theses disparities create barriers in accessing health care services, several different factors both nonfinancial and financial impact minority children’s to access and utilization of health care services. For examples in cases related to children, inequalities in use of preventive and primary care services have been documented with respect to vision screening, prescription medications, equipment for asthma and access to mental health services. It will result in less than optimum care for all and disproportionately worse care for many, therefore as any policy solution for health disparities must start with improving general quality of care. Furthermore improving current information technology will help improve access; in addition it will help providers and patients to creatively redesign clinical practice in ways that will improve quality and close gaps. Lastly the most effective way to resolve disparity issue is to hire as many health care providers as possible to improve access and create strong incentives for providers to promote innovative clinical redesign which will improve overall quality of care and close gaps. For example paying the provider based on the results and length of treatment period but not based on visits this will push providers to do their best and use all tools to come up with the ideal treatment period and best results for
