It is a testing knowledge (memorization) and it bring about pupils originality and use of ideas and their ability to think and apply the knowledge and skills already learnt. Obonya (1985), argue that one of the purposes of educational evaluation is to identify some of the problems that the students may need to overcome in order to progress the learning. Educational evaluation is to inform the producers about the worm of what they are producing considering the energy, time and money invested. It comprises everything that goes into educating students at all levels of school such as laws, policies and regulations, public funding, resources allocations and procedures determining funding levels, administrative offices, school facilities and transportation, human resources, staffing, contracts, compensation and employee benefits as well as teaching resources and other learning materials. In Tanzania education system is based on 2-7-4-2-3+. The structure constitutes basic, secondary and tertiary education. Basic education include pre-primary and primary education which is 2 years followed by 7 years of primary, the entry age of this level have been raised from 5-9 years because primary education is considered terminal for many learners. Secondary education is sprit into ordinary and advanced level secondary education. There are 4 and 2 years of education for each level respectively. Certificate/advanced certificate of secondary education awarded (CSE or ACSE). Those who qualified in advanced level join tertiary level for further higher leaning for approximately of 3 and above, and awarded certificate/diploma
