Who are we?
The Community Empowerment Action Tank (CEAT) aims to improve the health and well-being of marginalized and vulnerable populations through evidence-based community-led health, economic and social programs in India. It works with individuals, partners and systems to analyze, understand and create socially impactful solutions for community empowerment and well-being. By being a thought leader and convener of institutions working to support community structures, CEAT goes beyond traditional intervention based approaches to guide the evidence and shape the agenda among donors and policymakers.
CEAT will sit within the Population Council’s India Country Office.

Mission
With its vast repertoire of gathering best practices from geography specific work and international projects, CEAT’s mission is to be a research leader, convener, advocate and educator for sector-specific capacity building strategies for government and technical teams, to shape evidence based learning on the needs of communities across areas.
It will not only engage the communities on social and economic levers, but also establish holistic linkages with health, welfare and sectoral indicators derived out of a community’s needs. With world class research capabilities, hands-on experience on working with communities, access to top scientists, researchers and evaluation algorithms, CEAT aims to unite its multi-level, multi-sectoral, multi-practice knowledge to ensure research is used to inform policies and programs. Its methodology is about understanding the reality of a community and identifying the needs of its citizens, informing communities to recognize how their lives could be made better and empowering them to be the change they wish to see. It’s less about getting to a community with an idea and implementing it. It’s most specific contribution is specialized knowledge – about aspects of community wellbeing and development and learning gained from our own research, our associations and community initiatives, particularly on how best to engage with the different target populations. Drawing the linkages With communication, engagement and partnerships between community, state, donor organizations and the private sector, CEAT seeks to identify and establish the linkages to recommend measures for better access to healthcare, improved health & hygiene practices, social norms, gender behaviors and environmental impact. We establish the synergies across sectors and integrate methods best suited to the population’s needs.
