This is an alternative method that determines targets for the production and utilization of various types of health care and the health care provider (WHO 2010). Advantages of these methods are the easy division of health care; easiness to predict the cost; and the active approach to improve health services. The major obstacles are generic to any model that allows the planner to start from the estimation of the past experience. The planner can make false judgment about the expand ability of the sector to be more productive at the desired rate, while the government also has lacks control over the service delivery system in limited utility (Hall & Mejia, 1978).

A questionnaire survey of the dentists in a state is given to describe the form and size of their practice and whether in their opinion there is dental workforce shortage in their practice surrounding area or question about how many patients that can be handled in a practice.
