The bracero program was a way from owners of companies to take advantage Mexican immigrants. “The railroad companies refused to promote Mexican Americans. In fact, they were importing temporary workers (braceros) from Mexico to do skilled work as electricians, pipe fitters, steamfitters, millwrights, and so forth” (Acuna 254). Around 1943 and 1945, according to Frank Paz who is the president of the Spanish-Speaking People’s Council of Chicago, the railroad companies imported around 15,000 braceros.
