Kamehameha was an effective leader because he cared for his people. After with his encounter with the fishermen at Papai, he declared the law of the “Splintered Paddle”, or “Mamalahoe.” This law states that by committing robbery or murder, you will receive the punishment of death. This protected Kamehameha and his people. The law of the mamalahoe was added after the unification of the islands.
