Caucus, White House Open Education Improvement Effort
Many years back in Washington D.C, a joint meeting was held between the Congressional Black leaders and President Clinton, collaborated together on a new plan for K-12 education improvements in the U.S (Gale, 2010, p. 69-74) which they all agreed together that such plan will help provide betterment for future accomplishment. The aim of this meeting is to approve funds that will transform the weak schools and to bring in new facilities that will provide what is needed such as good infrastructures, the internet and also rebuilding old schools (Charles Scribner's Sons, 2001, p. 329-351). This also gave reasons why Rep. Charles Rangel, D-N.Y says in his comment that “Student can't aim high in schools that perform low,” (Gale, 2013, p. 521-524) which I personally agree with.
For this reason, Rangel´s plan is to raise the sum of $24 billion in special tax credit bonds for projects in the next two years. Well …show more content…

While President Clinton was addressing this issue on air, he made no mistake by noting carefully under his plan, that the funds can be used by schools to develop and implement improvement plans, He further stated in his speech that there is a need for the provision of professional development activities for teachers and improve parent involvement and strengthen the curriculum.
In Conclusion, the White House and Black Caucus members are positive to involve the provisions into fiscal 2001 budget bills, which will take effect October 1.
