On April 30, 1789, Washington, standing on the balcony of Federal Hall on Wall Street in New York, took his oath of office as the first President of the United States. Noted for his valor, he was promoted to the rank of colonel and assumed command of the Virginia forces. As president, he served twice but denied the third term. While in office, he accomplished many things. He established the first cabinet and the executive branch. Soone before the end of his presidency, he issued the Proclamation of Neutrality. Now you may be sitting there pondering what this was, well let me explain. The Proclamation of Neutrality was issued by none other than George Washington himself. Why you ask? Well, this all stemmed from the French Revolution. Since we were just starting out as a new country, we didn’t really want to get involved in any major foreign conflicts and president Washington himself had never been part of one so why start now. All this would have done is cost us millions of dollars that would be spent equipping or military and navy. This was money we didn’t have and it only makes sense not to get involved in something you can't pay
