The mitigation measures have to address flood avoidance, flood tolerance, and flood resistance in an integrated way. The measures that are implemented and the new measures to be developed are meant to control causative factors like uncontrolled urban sprawl, loss of natural drainage, the inadequacy of the storm water drainage system, lack of maintenance of existing systems, increase in impervious surfaces and lack of coordination between stakeholders involved in implementing the measures. The measures could be broadly classified into structural and nonstructural measures. These measures include institutional, physical, socio- economic and environmental measures.

4.2.1 Institutional Measures
• Pre-monsoon meeting - Conducted annually by Corporation of Chennai, the meeting discuss at (i) how to clean drains (ii) how to evacuate the population before flooding (iii) how to supply food, shelter, and medical supply during the flood and (iv) how to deal with water stagnation after flooding.
• Early Warning System and Real Time Monitoring - This system involves real-time monitoring of rainfall. The entire Chennai Metropolitan Area (CMA) is mapped using Airborne Laser Terrain Mapping. The sensors installed in the catchment areas of rivers and canals in Chennai will record the amount of precipitation and send the information to automatic weather stations.
