Mara Salvatrucha 13, gang members not only take part in inflicting violent acts on other rival street gangs, they direct most of this violence towards other members of the MS-13 gang (FBI, 2008). Unfortunately, through the crossfire of their violence, innocent citizens often get caught in the mix. In addition, these gang members are known for getting involved in extremely violent activities which includes distribution of drugs and drug smuggling, murder, rape, prostitution, robbery, kidnapping, vandalism, along with many other. At the same time, law enforcement and government officials are becoming aware of the dangers these individual bring into cities and communities. They realize these violent criminal acts were causing serious problems and decided to take action. In 2004, the FBI put together the MS-13 National Gang Task Force. The goal of this task force would be to put together resources from jurisdictions on the federal level that would be able to investigate this violent international street gang. The MS-13 National Gang Task Force would provide help to state and local law enforcement that would improve their operations and would allow them to prosecute any targeting MS-13 members. However, the leaders of these gangs are clever and the closer law officials got on their trail, they would disburse from within the inner cities and re-surf onto new grounds going to cities where gang violence was not that much of an issue (Domash, 2006). Unfortunately, once the gang re-surfed in a community, their membership quickly grew causing more problems for law officials. Leaders of MS- 13 had rules for their members and if any members were caught revealing information to law officials, that member would be killed.
