Last week you requested a meeting with department administrative personnel with the primary focus on the department’s criminal intelligence capabilities. Crime statistics, and public perception were also discussed. The Brownwood Police Department uses UCR statistics as its primary source of information in the area of sexual assault crimes. The department reviews the FBI’s UCR publication which shows the previous two years and the trends associated with rape crimes. The department also takes into account our own UCR submission and statistics on the arrest and reports in our jurisdiction. In preparation for our departments transition to the National Incident Based Reporting System “NIBRS”, you were provided the departments last month’s report on sexual assault offenses using the current UCR system, which showed 9. Under the NIBRS system, which will allow for a more comprehensive and detailed crime statistics the number of reported cases for the same month was 27. City officials and the media will need to be informed of the changes and how to best interpret the sharp increase in reported sex offenses. Measures of central tendency will examine where the central value is in distribution of the most typical sexual assault reporting values.
