School teachers need pinpoint what the struggling students need to learn and how to improve student skills. The target of strategic inquiry is to move student, move instructional systems, and move colleagues (Panero & Talbert, 2013), which is everyone looking forward. Strategic inquiry teams should achieve specific learning goal to know what should be focused on. For the tasks, there are three phases, which comprise the theory of action for strategic inquiry---- move students, move a system, and move colleagues. First of all, select struggling student through student record as a small group as the target students for inquiry team. Then examine the students and figure out what should be improved and taught. During this phase, inquiry team will develop in thinking and reviewing the school’s systems. Last, strategic inquiry prompts to lead the colleagues through the process. Instead of an individual task, strategic inquiry focus more on leadership role. Training is necessary to guide the team work and support assistance when needed. To sum up, 4Ts are main core principle of strategic inquiry.

In China, due to huge population and limit education resource, most teachers deliver the knowledge to their children step by step, which is, generally speaking, is good on average level; But in China 's education system, from primary and secondary schools, there are disadvantage, which is more negative to struggling student, who cannot fully develop their weak point. Compare to strategic inquiry, which is a model to improve struggling students to achieve success, China education is an elimination system, meaning that teachers focus more on outstanding students. All the tests and exams are for selecting excellent students to get further education. General education is another important tradition of the education of American University since nineteenth Century, almost all school have detailed general education programs. In China, after liberation, we copy the higher education mode of Soviet professional education, and continue today. Due to the specialization and differentiation of subject, the lack of communication between different disciplines, what students have learned is always some professional knowledge or skills. This professional education mode and education content to provide students with a subject of professional training, after graduation, students can be engaged in the corresponding professional research, or to seek the appropriate professional, becoming a part of
