Flood in Maryland
Disasters of any kind (natural or man-made, domestic or international) remain great concern for humankind. Disaster comes in different forms such as: floods, earthquakes, hurricanes, storm surges, tornadoes, wildfires or terrorist attacks and so forth. Any forms of disaster serve as threat and can result in loss of lives, property damage and destruction of infrastructure. This was the case in Ellicott City, Maryland where two people were dead, several people were rescued, and properties were damaged due to severe flash flood (Brosnan, 2016).

Acquired immunodeficiency syndrome popularly known as AIDS which is caused by human immunodeficiency virus also known as HIV, Tuberculosis, Hepatitis B and C are some infectious diseases in state prison. The aforementioned diseases are transmitted in the prison through the use of illicit drug, or Controlled Dangerous Substance (CDS) among the inmates. Transmission of these diseases also occurs through unprotected sexual intercourse in prison. Prison overcrowding can be seen as one of the element that causes vast spread of these contagious diseases in prison. Inmates are vulnerable to contagious diseases as a result of their exposure to blood or other bodily fluids in overcrowded prison. When prison is overcrowded, there is likelihood that Amendment Eight (Cruel and Unusual Punishment) is violated. Inmates should be examine annually (i.e Annual physical), regular medical checkup for the prisoners, all incoming prisoners should be examine and diagnose for potential medical issues that can result in chronic care, sudden health deterioration and death. United States constitution, eighth amendment which protect against cruel and unusual punishment protects prisoners’ right to appropriate medical care. This means, prisoners are given right to timely medical care (Williams, Stern, Mellow, Safer, & Greifinger, 2012). In addition, inspection of housing unit and medical department should be conducted on a regular basis. Ample training should be provided for the medical personnel. Extra medical examination room should be made available in case of unusual emergency that demand additional medical personnel. Identification of the signs and symptoms is also critical. Therefore, basic training should be provided for correctional officers at housing unit level in order to be able to identify signs and symptoms of the risk and the proper procedures on how to report the problem (Williams et al.,
