Trying to get out of it is even harder. Lack of income can push people away from what they want to achieve and can bring them discouragement because lack of resources that they have around them. The limitations of income poverty as a meaningful measure of poverty are increasingly noted by scholars and development planners. Some recognized that ‘‘poverty is not only a problem of low incomes; rather it is a multidimensional problem that includes low access to opportunities for developing human capital and to education (Tilak, G. 2002 ). Poverty creates disadvantages in all elements of life either it’s education or living a comfortable everyday life. Income poverty leads to poverty in other areas such as education. According to Engle and Black, Children raised in low-income families are at risk for academic and social problems as well as poor health and well-being, which can in turn undermine educational achievement (Engle and Black, n.d). It’s been showed that people who live in cleveland turn economically successful tend to move out of cleveland and into suburb. This means that Cleveland population shrinks and a high percentage of poverty. Studies show that in 2014 the number of people in poverty in Cleveland was estimated at 140,000. Poverty is a huge problem for children in Cleveland. In 2013, studies show that 54% of children live in poverty. The overall rate of poverty grew 5.6% between the years 2003 and 2013. This shows how this issue in Cleveland is only incling and there needs to be something to stop the incline in overall poverty. This is not just a Cleveland problem but also suburbs that are surrounding Cleveland. For example, the city of Euclid, which is one of the closest suburb of Cleveland. In 2016, Euclid residents that have an income below the poverty level is 26.8% while the state of Ohio is at 19%. In absolute numbers, over 5,000 people that identify as Black in the city of Euclid are below the poverty level. African Americans takes up most of the population of the city of Euclid so these numbers could be looked in either way. However, 78.5% of people that are born in Euclid tend to be above the poverty level. People that tend to move in to Euclid and their children grow up in the city tend to have a better chance of being above the poverty
