A bill of rights is a list of individual liberties that the government could not infringe on. The convention had considered and bill of rights but then rejected the idea, feeling like it wasn’t necessary, “since the federal government was a limited government, there was no need to protect the rights of citizens.” Much to the dislike of the Anti- Federalist who argued that a bill of rights was necessary, to protect the rights of citizens. There is no where in the constitution to keep the national government from protecting the rights, of citizens, it doesn’t specifically mention. Like the freedom of press, speech, religion, and assembly; the bill of rights would protect these rights. Another reason the bill of rights is necessary is found in Federal Farmer 16, there is necessity of “constantly keeping in view...the particular principles on which our freedom must always depend.” It is necessary for the people to remember the principles their government was built on. One Final reason for the need of a bill of rights is if people need a bill of rights protecting them against their state governments, wouldn’t they need protection against a larger form of government?
