Panhandlers will be seen on the sidewalks, exit ramps and on the side of the highway receiving money or donations from people passing by in cars. Panhandlers begging people for money on the side of the road does not solve any problems. They are not solving the problem that they are homeless or the problem that they do not contribute anything positive to society. I feel as though I have thought about this question in my head so many times and I always seem to come to the same conclusion. If you are giving your money to a panhandler on the side of the road they should be more than appreciative. You are giving them money that you worked for, money that you could’ve spent on something you want. Panhandlers have been caught in the act of being unappreciative of getting donations claiming it’s not enough.

Aggressive panhandlers are panhandlers who shout or yell at people who do not donate to them when they are asked or do not donate what the panhandlers deems to be enough money. These type of panhandlers ruin the panhandling community for the rest of them. For example a panhandler in California was arrested for standing on the median without a permit. He had over one thousand dollars on him when he was booked “Aggressive panhandler arrested with $1,800”. In my opinion no person who is panhandling should have that kind of money. If you have that much money you have no need to try and sponge more money from people.
Conclusion
Is panhandling enabling or charity you ask? My answer is yes and has been yes from the beginning of this class. The only real way to get rid of all the panhandlers on the streets is to stop giving them money. If no one gives them money then they will have no reason to congest the streets and exit ramps with hopes of conning people out of their
