The Hellenistic Kings now controlled the International affairs and used large numbers of Greeks to run their kingdoms, man their armies and run their businesses. The Greeks were use to having their Policy be independent of others and could conduct international business. The Hellenistic Kings gave the City-States all of the same rights as the Greek Policy but refused to give them the ability to conduct international business. They had their assembly of citizens, a council to prepare legislation, and a board of magistrates to conduct city business, but they were not allowed to create foreign policy, wage war, or govern to interfere with the Kings business. In closing Alexander was able to create the format of how countries are run still today.
