Federalism would prove to be the true solution to the state’s issues because there isn’t a proper balance of power and most of the state is put under one umbrella which is unfair because everyone doesn’t have the same ideology or political association. “We enforce the ‘outer limits’ of congress’ Commerce Clause authority not for their own sake, but to protect the historic spheres of state sovereignty from excessive federal encroachment and thereby to maintain the distribution of power fundamental to our federalists system of government,” (Rourke 26). Because California is not practicing federalism to its fullest extent and that is causing the state’s infrastructure to slowly crumble.

At the moment a lot of people are not getting the funding they need because the state tends to favor certain areas over others and this disparity has serious consequences. “California's system of taxation and spending is almost entirely hardwired into the Constitution.
