Juan Francisco Lopez-Sanchez is an undocumented immigrant who has been deported from the United States five times. In the summer of 2016 Mr. Sanchez shot and killed thirty-two year old Kathryn Steinle who was walking on Pier 14 in San Francisco with her father. In early September her parents filed a claim against the city of San Francisco and its federal officials.
