The SMR- The Standard Minimum Rules for the Treatment of prisoner’s provides specific accommodations for all prisoners. These guidelines serve in judging possible abuse or cruel, inhumane, punishment. When prisoners exceed the maximum number allowed within a prison facility these minimum rules are violated. Due to the lack of prison overcrowding officers are unable to keep supervision and order that create dangerous conditions, poor medical care and intolerable living conditions. When these conditions are ignored the results are beatings, stabbings, rape and murder of inmates. Violence and abuse often occur by both fellow inmates and the hands of correctional officers.
