A dispute between sovereignty and global security, which is based on human rights, has been more contentious to this day as the world becomes globalised, and this proposition means that global security is contradictory to sovereignty in a state system which was established from the Peace of Westphalia following the Thirty year’s War. In fact, Contemporary global security in a wide sense encompasses intricate as well as debatable issues in terms of human security resting on universal morals and ethics, and it would extort authority from a state. In fact, it has been always a serious issue regarding its human rights. Further, it argued that international aids to people in the nation should be more demanded instead of international sanctions to the head of the country, because to save people endangered from a lack of social and economic supports in North Korea must be the highest priority. More serious thing in terms of this matter is that North Korea is one of the most isolated and closed countries in the globe, and the information of human rights violation in the state in order to help them should be limited (ROY 1997). In this regard, the ineffectiveness of international cooperative endeavour for promoting human security in outlaw states would be a hindrance to expound a universal validity of human rights. That is, North Korea as a sovereign country where does not embrace the international norm of human rights could make us to propound a doubt of the object and realm of universal human rights to the world. In addition, North Korea’s nuclear weapon is a pressing matter among leading states due to immense concerns of their national security, whereas the issue of human rights in North Korea seems to be relative less significant. Consequently, the inconsistency of international norms between the states involved in interests would be also an obstacle to dedicate to global security and human
