An obligation is simply a mandate to do something that does not connote any moral or ethical dimension. The two words can mean the same. For example, my family is my responsibility and obligation.
The first example where I have experienced the tension between responsibility and obligations, is between my daughter and my job. I had a mandatory conference at my job about a month ago. The conference was from 09:00am-04:00pm. My daughter get out of school at 03:20pm. On that day, I did not have anyone to pick my daughter from school at the appropriate time. As a parent, I was not going to leave my daughter at school for an extra thirty minutes. I had to leave my conference an hour early to pick up my daughter. Even though, I was penalized for leaving, but my responsibility was to my child.
