According to Macpherson, (1977) liberal democracy is a political philosophy and a system of government in which democracy operates in a representative manner in the values of liberalism. Macpherson, (1977) mentions that this democracy is characterised by unbiased, open, and competitive elections between diverse political parties. According to him, liberal democracy is also charecterised by the separation of powers that different arms of government are allocated. According to Goldstone, (1997) the constitution mentions that Bill of Rights is a foundation of democracy in South Africa. He says that the bill of rights affirms the rights of the public and also demonstrate the democratic values of human dignity, freedom and equality. It therefore, binds on the government. (Goldstone, 1997) mentions that Section 8 provides that the bill binds the executive, the judiciary and all organs of state. “South Africa belongs to all who live in it, united or in our diversity” (Mbeki,
