On July 31, 2010, sergeant Chirstopher Siani (“Siani”) and officers Setephen Loud (“Loud”) and Kieran Kailer (“Kailer”), all of them high experienced Manhattan police officers that were patrolling in the vicinity of 124th Street and Lexington Avenue due to a spike in violent crimes in that area, stopped defendant Stanley Hardee for speeding and weaving through traffic without signaling (A76). Carter #181968, of a traffic crash with serious injuries that occurred on Fletcher Avenue, east of the intersection of19th Street.
