It is impossible to decide which country has the best educational system by looking at test scores alone. Education requires the support of society and some nations have a larger emphasis on education than others. Nations like Japan with a higher stress placed on receiving a good education, cannot be compared with the US, which has a more laid back educational emphasis. Students in countries with a high educational standard may not be assigned as much homework as American students, however “they do plenty of homework anyways” and attend “after-school programs that prepare” students to succeed inside the classroom.
