First off, there was property damage throughout South, factories, bridges and farmland were ruined Many towns and cities had to rebuild. veterans and people were wounded and in need of medical help. Many people were homeless as well . How could all of this damage be fixed? During the Civil War on 1863, Abraham Lincoln suggested the 10 percent Reconstruction plan. It was made to that a state could be reintegrated into the Union. Also on this plan . Southerners except for high-ranking Confederate officers and officials would be granted pardon. Lincoln guaranteed the south that he would protect their property,(not including slaves. By 1864, Louisiana, Tennessee, and Arkansas had established fully functioning,governments.This policy was meant to shorten the war by offering a peace plan. It was also meant to help his emancipation policy by making the new governments abolished slavery.
